Dear Minister Khaw,
As a potential BTO applicant for the September BTO scheme, I am extremely dishearten to find out the MCPS scheme rules and regulations are not enforced strictly by HDB officers.
I came across this blog: https://dayre.me/radrad/YjxjMXg4N2 where the lady wrote about her experience selecting a BTO flat for Tampines Greenweave. Her fiancee and her applied under the MCPS scheme which gave them 30% higher chance for 4/5 rooms flats in a mature estate.
Apparently they gotten a good ballot number, number 91 and they proceeded to select their flat. They were surprised that under the MCPS scheme, her fiancee's parents could not shift house for 5 years after they collected their keys.
They panicked but the HDB officer informed them that they can still select their flat using the same ballot number by cancelling their MCPS scheme. I attached some screenshots of her blog highlighting the important parts.
I believe this might be in breech of the regulations of the MCPS scheme and extremely unfair for applicants who are unable to use the MCPS scheme to receive a higher chance for their BTO application.
As a potential BTO applicant, I also find it disturbing that such rules can be bent especially when HDB BTOs are limited.
I hope that you will look into this matter.
