A 20 year old NSF Gan Wey Lan was placed on 15 months' probation for taking an upskirt video of a woman and for having more than 1,100 obscene films stored in his cellphone and laptop. He committed the insulting modesty offence in Tampines and the Films Act offence on 10 Oct 2014.
In court, Gan's lawyer Chia Boon Teck described him client as a "straight A" student who was diagnosed with control impulse disorder.
Gan had just booked out and was loitering at Tampines One shopping mall when he committed the offence. He was on the escalator when he saw the victim and decided to take upskirt video of her. He was caught by the victim's friend and the police was called.
Police arrested him and seized his mobile phone. They also raided his home at Mount Sinai Rise and seized his laptop for investigation. Forensic investigations were done on the seized phone and laptop which were found to have more than 1,127 obscene films.
Gan's parents executed a $5,000 bond to ensure his good behaviour.
