The Society for the Prevention of Cruelty to Animals (SPCA) is planning to take legal action against a man trying to strangulate a dog by dangling the pet from its leash.

In the heart-wrenching video, the owner, who was speaking in Mandarin, was swinging and spinning the white Japanese Spitz in mid-air. He had done so because the dog refused to follow him.

SPCA added that they had removed the dog from the man's home - with the help of the police - to ensure its safety. A medical check did not find any noticeable physical injuries on the Japanese Spitz.

SPCA and the Agri-Food and Veterinary Authority of Singapore and both organisations are working together to build a case against the dog's owner.

Under the revised Animal and Birds Act, anyone found guilty of cruelty to animals, including the abandonment of any animal, can be jailed for at least 18 months and/or fined up to $15,000.
