INCONSIDERATE BIKERS PARKING AT HDB VOID DECK

I stay at Block 346, Ang Mo Kio Ave 3. There is a small group of motorcyclists that make my void deck a space for parking motorcycles.

Sometimes they will do their bike maintenance at the void deck and make the area dirty and oily. Sometimes they rev their bikes loudly and disturb residents. I had made complaints to HDB town council and they stopped parking at void deck for a while and later they continue again.

I don't understand why they can afford to buy motorcycle but don't want to pay $20 for season parking and risk the parking fine. I just hope for some peace and quiet at home.
